A new publication by Plan Bleu
Mediterranean urban and coastal areas are facing increasingly complex water challenges, exacerbated by climate change, growing urbanization, and ecosystem degradation. In response to these pressures, Plan Bleu has released a new policy brief examining the potential of Nature-based Solutions (NbS) as integrated, sustainable, and socially inclusive approaches to managing water-related risks.
Drawing on six regional case studies, the publication highlights the importance of embedding NbS within policy and planning frameworks, while promoting participatory governance and a long-term perspective. The findings show that well-designed NbS can strengthen territorial resilience and deliver multiple co-benefits for both ecosystems and local communities.
Fully unlocking the potential of NbS, however, requires the mobilization of innovative financing mechanisms, such as blended finance and public–private partnerships. Regional cooperation can facilitate pooled investments and risk-sharing, increasing the attractiveness of large-scale NbS for institutional investors and development banks. In this context, Plan Bleu/RAC, part of the UNEP/MAP system, plays a strategic role—particularly through the Mediterranean Strategy for Sustainable Development (MSSD)—in advancing research, dialogue, and pilot initiatives to build capacity and mobilize resources across the region.
