The 3rd Edition of the Blue Africa Summit Held in Tangier

The 3rd Edition of the Blue Africa Summit took place in Tangier on October 9–10, 2025. This key forum places the Ocean at the heart of Africa’s sustainable development.
The Summit brought together experts, policymakers, and civil society representatives to promote maritime strategies that foster development, innovation, and resilience in coastal communities.

Following two foundational editions held in Tangier in 2023 and 2024, organized by the Academy of the Kingdom of Morocco and La Saison Bleue, this third edition confirmed the Summit’s role as the leading annual gathering in Africa dedicated to maritime issues.

The event featured four expert panels with participants from across the continent, addressing key topics such as governance and security, science and education, civil society, and the blue economy and finance.

All discussions contributed to the groundwork for the Pact for a Sustainable Blue Africa, which will be officially presented during the 4th Edition of the Blue Africa Summit, scheduled for late 2026.

Initially introduced in Nice, during the United Nations Ocean Conference, the Pact aims to transform marine resources into opportunities for development and innovation, benefitting coastal communities and the entire African continent.

“With the support of the African Union, the Africa-Europe Foundation, and numerous partners, the Pact will propose to all stakeholders — states, local authorities, companies and financial institutions, NGOs, scientific bodies, and local populations — an action plan that is as ambitious as it is pragmatic,”
affirm the founders of the Blue Africa Summit.

In recent years, Morocco has played a central role in raising awareness of ocean-related challenges in Africa. Initiatives such as the Blue Africa Summit, the African Consultation for UNOC3, the Africa Ocean Summit in Nice, and the ratification of the BBNJ Treaty demonstrate the country’s strong commitment to effective and sustainable ocean governance.
