The document analyses the ecological, regulatory and financial aspects of the restoration of Posidonia oceanica meadows in the Mediterranean.
Developed by The Green Tank and Plan Bleu, with contributions from all ARTEMIS partners, the publication analyses the ecological, regulatory and financial aspects related to the restoration of one of the Mediterranean’s most valuable marine ecosystems: Posidonia oceanica meadows.
The document proposes 15 recommendations to transform policy objectives into concrete actions to scale up the restoration of Posidonia oceanica and other Mediterranean seagrass ecosystems.
The report provides a practical roadmap structured around four priority areas:
- Strengthening strategic planning and governance
- Improving implementation capacity and institutional skills
- Ensuring long-term public funding
- Developing innovative nature-based financing tools
Among the main recommendations are:
- developing ambitious and scientifically sound National Restoration Plans;
- creating specific frameworks for the restoration of Posidonia oceanica;
- strengthening marine spatial planning and protected areas;
- integrating seagrass ecosystems into climate policies and blue carbon strategies;
- ensuring stakeholder engagement, the use of scientific knowledge and the strengthening of institutional capacities.
The report highlights that public funding must continue to represent the main driver of marine ecosystem restoration actions, especially in the context of negotiations on the European Union Multiannual Financial Framework 2028–2034.
