The European Commission is investing over €7.3 billion through its newly adopted Horizon Europe Work Programme for 2025 to strengthen Europe’s research and innovation capabilities and global competitiveness. This investment aims to drive cutting-edge science, accelerate the EU’s green and digital transitions, and boost Europe’s overall competitiveness.

This initiative is part of a €500 million package for 2025–2027 under the broader Choose Europe strategy, introduced by President von der Leyen on May 5. The strategy focuses on three key goals: keeping science free and open, investing in talent, and accelerating innovation within Europe.

Through the European Research Council (ERC), researchers relocating to Europe already receive a top-up in addition to their grant, which has recently been doubled. Moreover, a new seven-year ‘super grant’ scheme under the ERC will provide long-term support for top-tier talent.

The first calls for proposals will open on 15 May on the Commission’s Funding and Tenders portal.

Horizon Europe is the EU’s €93.5 billion research and innovation programme running from 2021 to 2027. Most of the programme’s funding is distributed through competitive calls for proposals, outlined in work programmes that define the objectives and specific topic areas.
