UNEP/MAP is looking for a Consultant/Regional Expert who will support the MAP Secretariat in the preparation of the Resource Mobilization Strategy 2028–2033.
Under the supervision of the UNEP/MAP Deputy Coordinator, the consultant will work in consultation with the UNEP/MAP Programme Officer (Governance). The consultant will work under the direct supervision of the UNEP/MAP Deputy Coordinator, and in consultation with UNEP/MAP Programme Officer (Governance).
The selected consultant will contribute, among other activities, to:
(1) Develop workplan and timetable;
(2) Evaluate the status of implementation of the current RMS;
(3) Perform a desk review to analyze the state of play of existing and new funding mechanisms/donors and to highlight the funding opportunities/processes;
(4) Prepare the ground mapping study for identifying the funding opportunities for regional and national priorities, including the timeframe of existing funding instruments;
(5) Review the existing UNEP/MAP Resource Mobilization Strategy and recommend updates, to take into account recent evolutions;
(6) Develop a coherent communication mechanism targeting donors/partners, including key national agencies/programmes, to attract resources from them;
(7) Prepare a first draft of the updated RMS, including a roadmap for its implementation;
(8) Revise the first draft based on the comments received and submit the final report to UNEP/MAP.
Required profile: at least 7 years of relevant professional experience, including at least 4 years of proven experience with donors and institutions in the field of environment and sustainable development, with a focus on resource mobilization. Experience in the Mediterranean region is considered an asset.
A Master’s degree or equivalent in international relations, environmental sciences/engineering, law or related disciplines is required (with the possibility of substitution according to the requirements specified in the vacancy notice), as well as fluency in English. Knowledge of French and experience in gender mainstreaming are desirable.
