UNEP/MAP is looking for a Consultant / Regional Expert (D Level) to support the MAP Secretariat in the preparation of the UNEP/MAP Medium-Term Strategy 2028–2033.
The assignment is framed within the Barcelona Convention and the recent decisions of the Contracting Parties (COP22 and COP24), which have defined strategic priorities for the environmental governance of the Mediterranean up to 2033.

The Strategy will integrate key regional and global priorities for the protection of the Mediterranean marine and coastal environment.
t will also align with major frameworks and policy processes, including:
– MED QSR 2023 and MedECC reports
– Mediterranean Strategy for Sustainable Development (MSSD 2026–2035)
– UNEP Medium-Term Strategy 2026–2029
– Regional Seas Strategic Directions 2026–2029
– UNEA resolutions and other relevant multilateral initiatives

The consultant will be responsible for:

  • Developing the workplan and timeline
  • Designing the strategic structure based on alternative scenarios
  • Drafting the initial version of the MTS 2028–2033
  • Revising and updating drafts based on feedback from the Secretariat and stakeholders
  • Preparing the final strategy document and consultation report
  • Conducting consultations with the Secretariat, Regional Activity Centres (RACs), and key partners
  • Participating in meetings and coordination activities as required
